Ismael Quiros, who is a security consultant and attorney, serves as the Chief Executive Officer of Papagayo Advisors. He possesses extensive experience in law enforcement both domestically and internationally. Mr. Quiros has worked for the Costa Rican Bureau of Investigation as a criminal investigator, as a tactical operator for the Costa Rican Special Tactical Unit (S.E.R.T.), and as a Senior Special Agent for INTERPOL NCB San Jose. He also worked as a Senior Manager for one of the largest retail companies in the world where he oversaw compliance, anti-corruption, and ethics investigations. He holds an MS in International Criminal Law and International Human Rights Law from the University of Bangor, UK, and an MS in Law from Universidad Latina of Costa Rica.
